UBI Coaches Bios
Cache County School District
Terry Humphreys (terry.humphreys@cache.k12.ut.us)
Terry G. Humphreys serves as UBI District Coach for Cache County School District.  She received her bachelor’s degree in special education from Utah State University in 1994.  She earned her M.S. in special education from Utah State in 2003.  Terry taught in a resource classroom at North Cache Middle School from 1994 to 1998 and at North Cache 8/9 Center from 1998 to 2000.  For the past 5 years, she has worked as the special education coordinator for behavior services in the Cache County School District where she provides evaluation, technical assistance and training for staff working with students with emotional and behavioral problems.  Terry also serves as the district coach for the seven schools in the Cache district participating in the Utah Behavior Initiative project.  She lives in Millville, Utah with her husband Brad.  Together they have rescued and currently share space with their dogs Zeus, LaVerne, Brody, Buddy and Bailey and cats Lenny, Elliot and Miss Emma Peale.

Carbon County School District
Amy Rasumssen Bell (rasums@we.carbon.k12.ut.us)
Amy Rasmussen Bell is currently employed by Carbon School District as a Behavioral Specialist and School Psychologist. She graduated from Utah State University with a B.S. in Psychology, University of Utah with a Masters in Social Work, and completed a School Psychologist recertification program through the University of Utah. She is also a Licensed Clinical Social Worker and a UBI district coach. As a UBI coach she is working with two elementary schools and one self-contained school on implementing UBI practices. She is married, has 3 children, 2 cats, and 1 dog, and lives in Emery County with her family.

Davis County School District
Kirk Dodson (kdodson@dsdmail.net)
Kirk Dodson currently serves as the UBI District Coach and as a School Psychologist for the Davis County School District in Farmington, Utah. He has worked in both the secondary and elementary educational settings. Kirk earned a bachelors’ degree in Psychology with a minor in Behavioral Science from Trevecca Nazarene University, and a masters’ degree in School Psychology from Middle Tennessee State University. He moved to Salt Lake City, Utah in the fall of 2004 to further his education in the field of psychology and is currently a Ph.D. candidate in the Department of Educational Psychology at the University of Utah. In his free time, Kirk ‘enjoys’ working on his dissertation, as well as spending time outdoors with his chocolate Labrador Retriever, Marley, who, according to ‘expert opinion,’ is at the upper end of the ‘puppy smarts’ bell curve.

Granite School District
Mishele Carroll (mishele.carroll@granite.k12.ut.us)
Mishele Carroll is a school psychologist in Granite School District.  Mishele earned a B.S. degree in Psychology from Colorado State University and a M.A. degree in Educational Psychology with a School Psychology certification from the University of Colorado at Denver.  Mishele moved to Utah after working as a school psychologist in rural Colorado serving children from preschool to high school in regular education and self contained programs and coaching skiing.  Mishele has been working in Granite School District for the past 7 years and spent one year as a state level program specialist for Utah’s BEST Project.  In addition to her school psychologist responsibilities, serving two elementary schools in Granite, Mishele is the program trainer for Granite’s Behavioral Health Assistant program and the Granite District UBI coach. Mishele was awarded the Granite School District Student Services Professional of the Year Award for the 2005-2006 school year. Mishele lives with her husband, and two young sons in Park City where they enjoy the Utah outdoors.

Jordan School District
Candace Cartwright Dee, Ph.D.(Candace.dee@jordan.k12.ut.us)
Candace started her educational career as a second grade teacher in Weber School District in 1975.  With a Master’s degree in Special Education she worked as a teacher in a behavior disorder classroom in Washington, a resource teacher in Salt Lake District, and as both a therapist and kindergarten transition coordinator at The Children’s Center.  She has an undergraduate degree in education and psychology from Lewis and Clark College in Portland, Oregon, and a Master’s degree from the University of Washington Special Education Department. Candace returned to school once more in 1989, earned a Ph.D. in Educational Psychology, and worked in Jordan District for 13 years as a school psychologist.  In 2004 she took a position as behavior specialist in Jordan District.  As part of her duties as a behavior specialist, she became Jordan’s UBI coach in 2005. Candace is an adjunct professor at The University of Utah in Educational Psychology.  She has served on numerous boards throughout the Salt Lake Valley advocating for children and families in Utah. She currently serves on the Board of Directors for The Children’s Justice Center. Candace is active in state and local professional organizations and is currently the Utah delegate for the National Association of School Psychologist.

Millard School District
Liesl Finlinson (liesl.finlinson@m.millard.k12.ut.us)
Liesl Finlinson is employed by Millard School District as a school psychologist. Liesl completed a B.S. degree in psychology at Brigham Young University and a M.Ed. in educational counseling at the University of Phoenix. She then obtained certification in school psychology from Brigham Young University. Liesl worked for five years as a school counselor in Nebo School District before moving “home” to Millard County where she has been employed for the past ten years. As a UBI coach, Liesl works with 4 great schools; 3 elementary schools, and 1 middle school. Liesl loves living in rural Utah where she enjoys spending time hiking, camping, and being with family.

Salt Lake School District
April Reynolds (april.reynolds@slc.k12.ut.us)
April Reynolds is a Special Education Program Consultant and UBI District Coach in Salt Lake City School District. She earned a B.S. degree in Exercise & Sport Science, a M.S. degree in Special Physical Education, and a Mild/Moderate Special Education teaching license from the University of Utah. April has worked in community adaptive recreation and sports programs, as an adapted physical education specialist, and as grant coordinator of Project SPECIAL P.E. Prior to moving to the district office, she taught in a middle school self-contained classroom for students with intellectual disabilities. April serves on the Salt Lake County Therapeutic Recreation Advisory Board. When she’s not at work, you can find April walking with her dog, standing in a river with a fly rod, on the golf course, checking out live music, or attending U of U sporting events.

Kathy Tatum (kathy.tatum@slc.k12.ut.us)
Kathy Tatum is currently working with Salt Lake City School District as a Program Consultant for High School and Transition programs. She has a Bachelor of Science degree in Psychology from the University of Missouri, and a Master of Science degree in Special Education from the University of Utah with an emphasis on mild-moderate disabilities. She has worked in the field of special education since 1976 in both elementary and secondary settings in Salt Lake District. She also enjoyed the opportunity to work as an instructor for Utah State University's Alternative Teacher Preparation Program, and Westminster College's teacher preparation program from 1993 to 2000. She began serving as a UBI district coach in 2006. Kathy and her husband Steve love to be outdoors with their kids and their Labrador, camping, hiking, rafting or being bird watching nerds (probably not the kids favorite activity, but they are in for the rest!).

San Juan School District
Vernon Hatch (vhatch@sanjuanschools.org)
Vernon Hatch serves as the UBI Coach for San Juan School District. He is a School Psychologist. 2006-2007 is his third year with the District. Vernon previously worked at Aberdeen, ID for six years where he was employed as a Special Education Director/Federal Programs Director/School Psychologist. He received by B.S. Degree from Brigham Young University, majoring in Psychology. He then received by M.Ed. and Ed.S Degrees from Idaho State University, majoring in School Psychology and also classes for Special Education Director Administrative Degree. Vernon’s current position includes balancing a load between assessment of students, counseling, and developing/assisting with Behavior Intervention Plans. He is also certified in the MANDT System and regularly trains staff on using these techniques for crisis de-escalation. Vernon’s high-level interests are in assessment (individual and schoolwide), providing Positive Behavior Supports to students, crisis management, and collaboration with others. He is married and has five children, ranging from ages 11 to 2. He lives in Monticello, UT and enjoys basketball, hiking, biking, snowshoeing, learning, living in a rural area, and his family.

Tooele County School District
Jan Jensen (jjensen@tooelesd.org)
Jan currently works for Tooele County School District as a behavior Specialist. This is her second year in Tooele, and she loves her job. Prior to working for the Tooele School District she worked for 14 years at Columbus Community Center, which is affiliated with Salt Lake City School District. The last 7 years of her employment with Columbus she created and managed a behavior unit which provided her with the experience needed for her current job. Jan earned a Masters Degree from the University of Phoenix in educational Counseling.

Jerri Sagers (jsagers@tooelesd.org)
Jerri has been a Behavior Specialist for the past two years. She worked for four years prior as an Elementary School Counselor. Jerri has taught in an alternative classroom in the Junior High setting for students with behavior needs. She earned a degree at Utah State University in Psychology, and an MA in Educational Counseling at the University of Phoenix. She is very involved in Positive Behavior Supports encompassing individuals, classroom, and school wide interventions. She loves to be involved in educating parents and frequently facilitates parent groups.

Jonathan Stewart (jstewart@tooelesd.org)
Jonathan Stewart serves as a UBI District Coach for Tooele School District.  He moved around quite a bit as a child, but considers California home.  He is married with two beautiful children.  Jonathan received his bachelor's degree in Marriage, Family, and Human Development from BYU in 2000.  He received his master's degree in School Psychology from Utah State University in 2004.  Jonathan is currently employed as a school psychologist for the Tooele County School District.  In his spare time, Jonathan also helps run the family store, Sweet Pea Boutique, which sells new and gently used clothes and equipment for children.

Wasatch County School District
Allan Whitmore (Allan.whitmore@wasatch.edu)
Allan is in his first year as the district coach in the Wasatch School District.  Additionally he is an elementary school counselor, working at JR Smith Elementary and Heber Valley Elementary.  He has been involved with Positive Behavior Supports for three years and has enjoyed seeing the difference that school-wide behavior supports can make in the elementary setting.  

Wasatch School District is a prospective pilot with UBI this year, with all of our elementary schools working with the same school rules of Be Safe, Be Kind and Be Responsible.  Next year Wasatch School District fully expects to be a full pilot in the UBI fold.

Allan received his Bachelor's Degree at BYU in Recreational Therapy, and worked at Primary Children's Medical Center as a Therapeutic Recreation Specialist for eight years-working in the residential treatment center with latency aged children.  His Master's Degree is from the University of Phoenix in school counseling.  As a school counselor he has worked in the middle school and elementary school setting.  Allan, along with his beautiful wife Lynda, are the parents of four young boys.

Weber County School District
Lori Spell (Lspell@weber.k12.ut.us)
Lori has taught special education in Weber School District for the past 8 years in a variety of settings ranging from resource classrooms to co-taught inclusion classes. She has worked with secondary and elementary students as a teacher, READ 180 mentor, and most recently Positive Behavior Support District Coach. Lori has earned her Bachelor’s degree from Weber State University and is currently working towards a Master’s Degree in Special Education and administrative license from Utah State University. Her experience and interests involve improving outcomes for students with disabilities through literacy, inclusion, positive behavior supports and most importantly Autism.
