Lowell received a Ph.D. from the University of Utah and an M.S. degree from Utah State University. He also completed two years of post-doctoral work at the University of Utah in the school psychology licensure program. During his 26-year career in the Davis School District, he was employed as a high school teacher, supervisor of elementary mild-moderate services, related services supervisor, and special education director. His current interests and expertise include assistive technology, mild-moderate disabilities, Response to Intervention (RtI), educational systems change, leadership, and legal issues in special education.
